IMT (Imposto Municipal sobre as Transmissões Onerosas de Imóveis) is the transfer tax paid by the buyer. It is progressive: the price is multiplied by the marginal rate of its band, minus a fixed deduction. In 2026 (Portugal Continental), a
primary home pays 0% up to €106,346, then bands of 2%, 5%, 7% and 8% up to €660,982, a single 6% rate up to €1,150,853 and 7.5% above that.
Secondary homes and investment property start at 1%, and their 8% band ends at €633,931. Buyers aged 35 or under are fully exempt on their first home up to €330,539.
Since 25 May 2026 (Decree-Law 97/2026), non-residents who have never been tax resident in Portugal pay a
single 7.5% rate on residential property. The difference to the normal rates is refunded if they become tax resident within 2 years, or let the property at a moderate rent (up to €2,300/month) for at least 36 months.
